Minister Pallas waylaid

On 13 November Victoria Walks had its official launch.  Tim Pallas, Minister for Roads and Infrastructure, and Nicole Livingston, former Olympic swimmer, gave speeches. 

In the bit where it goes quiet after the speeches are done, A Walk in the Park (WITP) sprinted up to Minister Pallas and told him all about the mystery of the pedestrian-operated signal near the corner of Williams Road and Bruce Street, Toorak. What mystery? Why, how it is that over the last 7 years VicRoads, the Department of Transport and Stonnington Council have all planned to install such a signal but each time it has not eventuated.

Minister Pallas gratifyingly took notes and assured WITP he would come back with an answer.
